Just like yesterday and the day before, 6:30pm is now the official precious metal "bang the afterhours" launch time. As we predicted minutes ago, silver just got taken to the cleaners on what is now an apparent attempt to push silver around in the no volume part of after hours trading, in the 6-7 pm no man's land. We expect an imminent rebound after this latest attempt to trigger stop losses, probably those around $40, fails. If it succeeds in pushing silver below $40 it is very possible that the metal can promptly trade down to the mid $30s as a result. And while banging the close has been investigated by the CFTC for years (resulting in some modest smacks on the wrist recently for the ex-Moore trader who did this with impunity), we are confident it won't be before 2015 that the CFTC's commissioners investigate this particularly odd behavior in silver and gold. By then it, of course, won't matter.

Houston - Severe storms and tornadoes moving through the U.S. Southeast dealt a severe blow to the Tennessee Valley Authority on Wednesday, causing three nuclear reactors in Alabama to shut and knocking out 11 high-voltage power lines, the utility and regulators said.

Governors in Alabama, Arkansas and Tennessee each declared a state of emergency as more than 20 deaths were blamed on a recurring round of severe storms this week moving eastward across the southern United States.

All three units at TVA's 3,274-megawatt Browns Ferry nuclear plant in Alabama tripped about 5:30 EDT (2230 GMT) after losing outside power to the plant, a spokesman for the U.S. Nuclear Regulatory Commission said.

A TVA spokeswoman said the station's backup power systems, including diesel generators, started and operated as designed. External power was restored quickly to the plant but diesel generators remained running Wednesday evening, she said.

The Browns Ferry units are among 23 U.S. reactors that are similar in design to the crippled Fukushima Daiichi nuclear plant in Japan where backup generators were swept away in the tsunami that followed the massive earthquake on March 11.

Browns Ferry output had been reduced earlier in the day due to transmission line damage from a line of severe storms that spawned tornadoes as it moved through Mississippi, Alabama, Kentucky and Tennessee.

Details of the transmission outages and co-op power outages were not immediately available.

The government owned corporation said crews were working to make repairs, but the severe weather was forecast to continue into the evening, TVA said in a release.

Most of the damage by Wednesday afternoon occurred in the western part of TVA's service territory in Mississippi, Alabama and western Tennessee and Kentucky.

Cullman Electric Cooperative in Cullman, Alabama, is the only power company directly affected by TVA's transmission outage, TVA said in a statement.

Rainfall amounts between four and seven inches have fallen since Tuesday in the area. Eight of the nine dams on the Tennessee River were generating at full power to move water through the river system to help control flooding, TVA said.

Alabama officials have declared an emergency at a nuclear power plant in the northern part of the state and have started shutting it down in the aftermath of severe storms and tornadoes that have pounded the state.

Tennessee Valley Authority began the process Wednesday afternoon, declaring an 'unusual event,' the lowest of four emergency levels as the storms damaged electricity transmissions lines powering the plant.

"This afternoon, the Browns Ferry plant, because of the loss of transmission declared an unusual event, which is the lowest of the four emergency classifications used by the Nuclear Regulatory Commission and personnel are working to safely shut down the plant," said Tennessee Valley Authority Chief Operating Officer Bill McCollum in a video posted to the Authority's web site.

The Browns Ferry plant contains three nuclear units and "is being shut down this afternoon after the transmission line damage took the plant offline," McCollum said.

He said all of the systems at the plant functioned as designed and normal procedures were being used to cool down the plant.

The plant's units combine to give it 3,274 megawatts of power.

A spokeswoman said backup diesel generators started and operated as designed, according to Reuters.

The Brownsferry plant has the same design and age as the Fukushima Daiichi plant in Japan, which was damaged when a tsunami in the aftermath of a 9.0 magnitude earthquake knocked out power and water damaged emergency backup units.

Browns Ferry's nuclear reactors are of the Mark 1 type by General Electric, similar to those at Fukushima.

Preston D. Swafford, TVA's chief nuclear officer said on a March 26 tour of that plant that Browns Ferry was ready for "a one-in-a-million-year flood, or however many zeroes you want to go out," according to the New York Times.

H1N1 vaccine linked to 700 percent increase in miscarriages

(NaturalNews) Recent data presented to the U.S. Centers for Disease Control and Prevention's (CDC) Advisory Committee on Children's Vaccines has revealed some shocking information about the effects of the H1N1 / swine flu vaccine on pregnant women. According to the report, the rate of miscarriage among pregnant women during the 2009 H1N1 / swine flu pandemic soared by over 700 percent compared to previous years, pointing directly to the vaccine as the culprit -- but the CDC denies the truth and continues to insist nobody has been harmed.

According to the CDC, nearly 50 percent of all pregnant women were vaccinated with the H1N1 vaccine during the 2009 / 2010 influenza season. Those whose physicians instructed them to get a seasonal flu shot were three times more likely to get it, while those instructed specifically to get the H1N1 shot were ten times more likely to get it. And the numbers clearly show that along with the rise in vaccinations due to the H1N1 scare came the sharp increase in miscarriages, including a slew of actual reported adverse events.

But the CDC does not seem to care about the facts, as numerous reports indicate the agency has failed to report any of this vital information to vaccine suppliers. In fact, when presented with the data for the third time, Dr. Marie McCormick, chair of the U.S. Department of Health and Human Services (HHS) Vaccine Risk and Assessment Working Group, actually had the audacity to claim that there were no vaccine-related adverse events in pregnant women caused by the vaccine.

"This baseless and fallacious assessment by the CDC assessment group has given the green light to the CDC's Advisory Committee on Immunization Practices (ACIP) to continue their recommendation to give the 2010/11 flu shot to all people, including pregnant women," explained Eileen Dannemann, director of the National Coalition of Organized Women, presenter of the information.

"This upcoming 2010/11 flu vaccine contains the same elements that are implicated in the killing of these fetuses, the H1N1 viral component and the neurotoxin mercury (Thimerosal). Additionally, it contains two other viral strains -- a three-in-one shot for all people."

Overall, the number of vaccine-related "fetal demise" reports increased by 2,440 percent in 2009 compared to previous years, which is even more shocking than the miscarriage statistic. Meanwhile, the CDC continues to lie to the public about the vaccine, urging everyone, including pregnant women, to get it.

Following the release of President Barack Obama's birth certificate Wednesday, Mission Viejo dentist and Rancho Santa Margarita resident Orly Taitz says she will continue to ask courts to decide the legitimacy of the president.

Taitz was fined $20,000 by a federal judge in Georgia in 2009 for pressing a lawsuit against Obama's citizenship in that state. After paying the fine, $17,000 of which came from supporters, Taitz will join Ramona-based attorney Gary Kreep Monday morning in the Ninth Circuit Court of Appeals in Pasadena for oral arguments.

A phone message left for Taitz on Thursday by Patch was not returned. Various news agencies report she is challenging the birth certificate because Obama's father's race is identified as "African" rather than "negro."

"I do have a census from 1960 and the only options are white, Asian or Negro," Taitz was quoted by City News Service as saying. "I know it's not politically correct today, but in 1961 they did not write the race as African -- they would write the race as Negro."

Successful disaster preparedness is directly related to the quality of planning, training provided, and the testing that occurs before a disaster strikes. The National Level Exercise 2011 (NLE 11), which will simulate a disastrous earthquake in the New Madrid Seismic Zone (NMSZ), is an opportunity for the private sector and multiple government jurisdictions to evaluate response and recovery capabilities for a catastrophic event. Located in the center of the United States, NMSZ encompasses parts of an eight-state region including Alabama, Arkansas, Illinois, Indiana, Kentucky, Mississippi, Missouri, and Tennessee. Japan has been widely recognized as having the most robust disaster planning of any country in the world, particularly when it comes to earthquakes. In 2010, about 670,000 residents participated in preparedness drills as part of Japan’s Disaster Preparedness Day; held annually since the damaging earthquake of 1923, when tremors measuring 7.9 left Tokyo and its suburbs in ruins and killed 140,000 people, according to the Yomiuri Shimbun, a Japanese newspaper.

Time magazine describes just how devoted Japanese leadership and the general public are to disaster preparedness in an online article, How Japan Became a Leader in Disaster Preparation. The general public, including school-aged children, participate in annual mandatory evacuation drills. Japanese leadership has emphasized the importance of mutual aid. Japan’s Prime Minister, Naoto Kan, has stated, “I would like to ensure that the government will prepare itself for disaster, together with the people, so that it can confidently say that ‘providing is preventing.’ ” Hundreds of earthquake and tsunami shelters have also been built along the east coast of Japan to protect its people. CBS News describes Japan’s Disaster Preparedness Day as a collaborative endeavor, including the military, local police, firefighters, and the United States Navy; that incorporates mandatory evacuation drills, early warning and communication system testing, private sector collaboration, and emergency response activities. Despite these preparedness drills, the 9.0 magnitude quake that hit northern Japan on March 11, 2011, resulted in widespread destruction and loss of life. As of April 4, the Japanese government reported an estimated 135,000 buildings were destroyed or damaged, the number of deaths is 12,087, the number of the injured is 2,876, and the number of missing is 15,552. The number of those evacuated is approximately 206,400. CNN has reported that approximately 6 million households in Japan (more than 10 percent) were without electricity. Multiple media outlets have stated that homes were washed away after a dam failure in Fukushima Prefecture, located on the island of Honshu. Fukushima Prefecture borders the hard-hit Miyagi Prefecture to the South and is also home to the damaged nuclear reactor. The reactor has now leaked radioactive material into the surrounding atmosphere, and radioactive water has filled nearby tunnels, which has spilled into the Pacific Ocean. The Japanese government estimates recovery costs could reach as much as $310 billion.

Japan’s experience is an important lesson for the United States because the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) has warned that an earthquake in NMSZ could result in “the highest economic losses due to a natural disaster in the United States.” FEMA further estimates “widespread and catastrophic” destruction could occur across the eight states that make up the NMSZ. A 7.7 magnitude quake or greater would cause damage to tens of thousands of structures affecting critical infrastructure. According to a FEMA report, Impact of Earthquakes in Central USA, nearly 715,000 could be damaged, 2.6 million households could lose electric power, and casualties could climb to almost 86,000 with 3,500 fatalities. The direct economic losses are predicted to be a staggering $300 billion across the eight-state region.

The disaster in Japan serves as a harsh reminder of the importance of disaster planning and preparedness. In The Japan Earthquake & Tsunami and What They Mean for the U.S., a document prepared for FEMA after Japan’s recent earthquake, experts acknowledged that the earthquake damage in Japan was relatively contained in part because the epicenter of the quake was 62 miles from shore, but mostly because Japanese building codes are so restrictive. Although older wood residential buildings suffered the most structural damage resulting in collapse, many of the buildings in Japan remained intact. According to the same FEMA report, nonstructural damage has caused greater dollar losses than actual structural damage. The U.S. Geological Survey (USGS) estimates there is a 25 to 40 percent chance, in a 50-year time span, of a magnitude 6.0 or greater earthquake in the NMSZ. Private sector organizations falling within the NMSZ in the United States do not have the earthquake design standards that are as strict as those in Japan, which makes coordinated preparedness testing even more important. NLE 11 provides a perfect means for the private sector to test disaster recovery and business continuity plans, in addition to providing subject matter expertise in a coordinated response effort with multiple government jurisdictions.

FEMA and the General Services Administration (GSA), as co-leads for Logistics Management and Resource Source Support (ESF #7) are developing a New Madrid Earthquake-specific resource support concept plan. To test our capabilities, FEMA and DOD’s U.S. Northern Command (USNORTHCOM) will co-host a Defense Support of Civil Authorities (DSCA) exercise in February 2011 to test the specified and implied logistics tasks for the first 72 hours following a catastrophic earthquake in the NMSZ incident.

The NMSZ Catastrophic Planning Project in its entirety will ultimately produce a number of highly beneficial products including all hazards concept of operations plans for Regions IV, V, VI and VII, and Joint Region/State NMSZ Operational Plans. The Joint Region/State NMSZ Operations Plan for Arkansas has been published in final draft and will be exercised in NLE 2011.

NLE 2011

The National Level Exercise 2011 (NLE 11) is a congressionally mandated series of building block exercise activities designed to educate and prepare participants for a catastrophic earthquake incident in the NMSZ. NLE 11 will test and evaluate the federal government’s ability to implement catastrophic incident response and recovery plans in support of state, local, tribal, nongovernmental and private sector NMSZ earthquake response and recovery activities, as well as for individuals, families, and communities. The year 2011 is the bicentennial anniversary of the 1811 New Madrid earthquake, for which the NMSZ is named.

NLE 2011 will be the first NLE to simulate a natural hazard and will provide the framework for the eight impacted states and four FEMA Regions to test and evaluate regional earthquake response and recovery plans. The NLE 11 capstone functional exercise (NLE 11 FE) will occur May 16 – 20, 2011, with targeted exercise play focusing on interaction between state emergency operations centers, FEMA Regional Response Coordination Centers, FEMA’s National Response Coordination Center, and federal departments’ and agencies’ national and regional emergency operations centers. NLE 11 will also examine how these entities interact with and support the broader homeland security enterprise. We have set NLE 11 as a proof of concept for our whole community catastrophic planning construct.

As part of NLE 11, the states will test their response capabilities in the following exercise objectives: communications, critical resource logistics and distribution, mass care, medical surge, citizen evacuation and shelter-in-place, emergency public information and warning, emergency operations center management, and long term recovery. The Rehearsal of Concepts (ROC) Drill was conducted on September 28-30 in North Little Rock, Arkansas, and served as an excellent opportunity for all state and federal stakeholders to come together to rehearse and discuss Concept of Operations to the FEMA Region 6/Arkansas Earthquake Operations Plan. The ROC Drill used the NLE 2011 planning scenario to rehearse the plan.

Evacuee Support Planning

Evacuations are a state or local responsibility – the role of FEMA is to provide support and resources to ensure the safety and well-being of those evacuated. For that reason, FEMA has been developing guidance, gathering resources, and providing planning support to states for 8 potential evacuations. An example of the tools being developed is the Evacuee Support Planning Guide – FEMA P-760 – as well as reimbursement policies for states to host evacuees and tools such as the National Mass Evacuation Tracking System (NMETS).

As part of the planning process, and at the request of the states, FEMA has been:

• Assisting states in identifying potential host states for evacuees.

Providing technical assistance for the implementation of the NMETS. This system is both manual and computer-based, and is designed to assist states in tracking the movement of transportation-assisted evacuees, their household pets, luggage and medical equipment during evacuations.

• Coordinating with state government-assisted transportation providers to provide manifests.

• Supporting evacuees throughout the evacuation process, both in reception areas as well as host states.

• Coordinating with household pet service providers to ensure that adequate sheltering and services are available during the evacuation.

Activating and deploying the National Emergency Family Registry and Locator System and activating and deploying the National Emergency Child Locator Center to facilitate the reunification of displaced families and unaccompanied minors affected by an evacuation.

• Coordinating with partner agencies to plan for and provide mass care support to evacuees as they return home and enter permanent housing.

• Addressing the requirements of the whole community, including children, older individuals, people with disabilities, and individuals with limited English proficiency, as well as the groups and organizations that support these groups.

• Activating, at the request of States, the Disaster Case Management program through our Inter-Agency Agreement with the Department of Health and Human Services’ Administration for Children and Families, to connect impacted community members to human services resources that can promote families’ self-sufficiency and recovery from the disaster.

...Some interesting data here. I will say I believe there's a good chance this 4.7 was jetstream related, look at where the frontal mass of storm and location of seismic event. But where it gets complex is when you input the other significant events 3.4 two days ago and 3.8 18 minutes after the 4.7 ... How I am sensing this is that this area is VERY sensative to seismic activity no matter the reasoning behind what is to blame naturally or artificially...

...Use this current weather/earthquake event to set a reference guide to future forecast, and think NLE11. Example is wind speed, what was the max reported wind through this event? I heard 27mph in there but didn't hear anything confirmed higher than that. I felt this event and it was during a period of dense lighting, cloud to ground I saw, with light rain no wind in my vicinity during the time I felt it. Lots of data to overlook including the MiTB...

April 28, 2011ANTARCTICA – Scientists are dismayed by the record number of whales swarming Antarctica. The sightings, made in waters still largely ice-free deep into austral autumn, suggest the previously little-studied bays are important late-season foraging grounds for the endangered whales. But they also highlight how rapid climate change is affecting the region. The Duke University-led team tracked the super-aggregation of krill and whales during a six-week expedition to Wilhelmina Bay and surrounding waters in May 2009. They published their findings today (April 27) in the online science journal PLoS ONE. “Such an incredibly dense aggregation of whales and krill has never been seen before in this area at this time of year,” says Duke marine biologist Douglas Nowacek. Most studies have focused on whale foraging habitats located in waters farther offshore in austral summer. Nowacek and his colleagues observed 306 humpback whales – or about 5.1 whales per square kilometer, the highest density ever recorded – in Wilhelmina Bay. They measured the krill biomass at about 2 million tons. Small, floating fragments of brash ice covered less than 10 percent of the bay. The team returned in May 2010 and recorded similar numbers. Smaller but still higher-than-normal counts were also reported in neighboring Andvord Bay. Advancing winter sea ice used to cover much of the peninsula’s bays and fjords by May, protecting krill and forcing humpback whales to migrate elsewhere to find food, Nowacek says. But rapid climate change in the area over the last 50 years has significantly reduced the extent, and delayed the annual arrival, of the ice cover, says Nowacek, who is the Repass-Rodgers University Associate Professor of Conservation Technology. “The lack of sea ice is good news for the whales in the short term, providing them with all-you-can-eat feasts as the krill migrate vertically toward the bay’s surface each night. But it is bad news in the long term for both species, and for everything else in the Southern Ocean that depends on krill,” says Ari S. Friedlaender, co-principal investigator on the project and a research scientist at Duke. –Physics.org
King Crabs: It’s like a scene out of a sci-fi movie — thousands, possibly millions, of king crabs are marching through icy, deep-sea waters and up the Antarctic slope. “They are coming from the deep, somewhere between 6,000 to 9,000 feet down,” said James McClintock, Ph.D., University of Alabama at Birmingham Endowed Professor of Polar and Marine Biology. Shell-crushing crabs haven’t been in Antarctica, Earth’s southernmost continent, for hundreds or thousands, if not millions, of years, McClintock said. “They have trouble regulating magnesium ions in their body fluids and get kind of drunk at low temperatures.” But something has changed, and these crustaceans are poised to move by the droves up the slope and onto the shelf that surrounds Antarctica. McClintock and other marine researchers interested in the continent are sounding alarms because the vulnerable ecosystem could be wiped out, he said. Antarctic clams, snails and brittle stars, because of adaptation to their environment, have soft shells and have never had to fight shell-crushing predators. “You can take an Antarctic clam and crush it with your hands,” McClintock said. They could be the main prey for these crabs, he said. McClintock’s colleague Sven Thatje, Ph.D., an evolutionary biologist at the University of Southampton in England, saw the first signs of the king crab invasion in 2007. He spotted a lone crab climbing up the slope. McClintock and Rich Aronson, Ph.D., a paleoecologist at Florida Institute of Technology, put together a proposal to launch the first systematic search for king crabs in Antarctica. With Sven as chief expedition scientist, the team headed back with two ships and a submarine earlier this year. McClintock and his fellow researchers are exploring causes for the invasion, which they believe is linked to human-induced climate warming. Around 40,000 tourists visit the area each year. “The whole ecosystem could change,” McClintock said. “And this is just one example of a species expanding its range into a new territory. There will certainly be more as the climate warms up.” –Science Daily
